Trump Vows To Re-Authorize Massive Energy Project After Biden’s Reversal

President-elect Donald Trump plans to revive the Keystone XL oil pipeline on his first day back in the White House, according to a report from Politico that cites three people close to the Trump transition team.

Trump has long vowed to re-authorize the project as part of his campaign promises to lower energy prices for American consumers and increase domestic oil production. The president-elect is also planning a number of day one executive orders aimed towards advancing those goals.

“Why does Biden go in and kill the Keystone pipeline and approve the single biggest deal that Russia’s ever made, Nord Stream 2, the biggest pipeline anywhere in the world going to Germany and all over Europe?” Trump asked during his September debate with Vice President Kamala Harris. “Because they’re weak and they’re ineffective.”

The Keystone XL pipeline has a long, back-and-forth political history. In 2015, then-President Barack Obama initially rejected permits to build the project. Trump reversed Obama’s decision in 2017, only for President Biden to immediately reverse it once again after taking office in January 2021.

Biden’s decision to abandon the project caused project developer TC Energy, to move on, presenting an extra step for the president-elect once he returns to the White House, as he will need to work to secure another one.

“It’s on the list of things they want to do first day,” one of the sources told Politico.

TC Energy, a Calgary-based energy firm, no longer owns the pipeline system that the Keystone XL was supposed to link up with across the U.S.-Canada border. Initial pipelines laid for the project have also been dug up, meaning that a new project manager would need to go through several environmental and regulatory hurdles before starting construction.

The project will also face obstacles stateside, as large swaths of land required for construction will need to be reacquired, especially in Nebraska.

Despite the hurdles, Trump intends to re-authorize the project in order to drive home the pro-oil message of his administration. “Everyone in the country knows what the KXL pipeline is,” one of the sources told Politico on the condition of anonymity.

A large majority of Americans support the Keystone XL pipeline, polling has found. One 2022 survey found that 71 percent of Americans support the project.
