Federal prosecutors in the Western District of Louisiana have announced the arrest of Micah James Legnon, 28, for allegedly threatening U.S. Immigration and Customs Enforcement (ICE) officers.

Legnon, also known online as “Dark Witch” and “Kateri the Witch,” is associated with the Turtle Island Liberation Front (TILF), a far-left, pro-Palestine, anti-government, and anti-capitalist group. His involvement with TILF included participating in a chat called “Order of the Black Lotus,” where he discussed teaching other TILF members urban warfare and posted threatening messages about ICE officers, both in the chat and on social media.

Legnon, who has a military background, was placed under FBI surveillance on December 12, 2025, due to his affiliation with TILF members who were arrested that day in connection with a separate plot to carry out terrorist attacks on New Year’s Eve.

That same day, FBI agents observed Legnon leaving his residence in New Iberia, Louisiana with items that appeared to be an assault rifle and body armor in his vehicle, indicating possible intent to carry out an attack. He was then stopped and arrested by the Terrebonne Parish Sheriff’s Office.

Items recovered from his vehicle included one assault rifle, one pistol, one gas canister, and body armor. In addition, a federal search warrant executed on his residence uncovered sniper training manuals, SWAT training manuals, assault rifles, and multiple rounds of ammunition.

“This arrest reflects the Justice Department’s priority of disrupting and dismantling terrorist networks across the Nation. We will continue to aggressively target violent extremist groups like the Turtle Island Liberation Front, hold their proxies accountable, and ensure the American people — and the officers who protect them — can live without fear,” said U.S. Attorney General Pam Bondi.

Veteran reporter Andy Ngo — who primarily covers left-wing extremism — reported that Legnon is a transgender individual and identifies as a female. “His social media is filled with posts calling for the m—rder of people he labels as “fascists,” Ngo posted on X.

“The FBI will not tolerate anyone who threatens law enforcement officers and will work with our partners to bring them to justice. This defendant allegedly threatened ICE officers and had an assault rifle, body armor, and other items in his vehicle when he was arrested by local law enforcement,” said FBI Director Kash Patel.

“He is associated with the Turtle Island Liberation Front which espouses anti-government views. The FBI is steadfast in our commitment to protect the American people and those who wear the badge to protect our communities.”

Legnon’s arrest came immediately after four additional members of a TILF offshoot were arrested and charged with conspiracy and possession of an unregistered destructive device in the Mojave Desert.

The group was allegedly preparing to conduct coordinated bombings using improvised explosive devices on New Year’s Eve, targeting multiple locations of two U.S. companies in Southern California, with plans for simultaneous detonations at five or more sites. They had acquired bomb-making materials, drafted a detailed plan titled “Operation Midnight Sun,” and were in the process of constructing and testing explosive devices in a remote desert location when arrested by the FBI.

The plot also included discussions of future attacks on ICE agents and vehicles in early 2026.
