WARNING: Democrats’ Quiet Plot To Add States, Pack SCOTUS Revealed
Democrats are openly gaming out a post-election power play that critics say would rewrite the rules in their favor, including adding new states and expanding the Supreme Court, according to comments from veteran strategist James Carville.
Carville, speaking on his podcast with Al Hunt, laid out a blunt to-do list if Democrats regain unified control in Washington. “If the Democrats win the presidency and both houses of Congress, I think on day one, they should make Puerto Rico and D.C. a state, and they should expand the Supreme Court to 13. F— it. Eat our dust.”
The pitch is not subtle. Making Washington, D.C., and Puerto Rico states would add senators and House members, instantly shifting the balance of power. Expanding the court from nine justices to 13 would allow a new president and Senate majority to add seats and reshape the judiciary in one sweep.
Carville also argued Democrats should keep the plan under wraps on the campaign trail. “Don’t run on it. Don’t talk about it. Just do it.” That line has lit up conservative circles, where Republicans say the quiet part is now out loud.
The push comes as Democrats continue to complain the current Supreme Court is a roadblock to their agenda. Critics of court expansion say the real goal is not judicial reform but a guaranteed majority for policies that could face constitutional challenges.
Carville has described how he thinks the playbook would unfold. “I’m going to tell you what’s going to happen. A Democrat is going to be elected in 2028. You know that. I know that. The Democratic president is going to announce a special transition advisory committee on the reform of the Supreme Court. They’re going to recommend that the number of Supreme Court justices go from nine to 13. That’s going to happen, people.”

The argument on the left is that the court has become too powerful and too conservative. The argument on the right is that Democrats want a court that will rubber-stamp whatever comes next, including changes that tilt elections and governance toward permanent one-party control.
Carville’s comments arrive as other Democrats and aligned activists keep floating similar ideas. The broader push includes admitting new states, changing election rules, and altering the structure of institutions that can block legislation, all packaged as “democracy reform” by supporters and called a power grab by opponents.
Some conservatives point to earlier academic proposals on the left that openly discussed making it harder for Republicans to win national elections, paired with warnings that the Supreme Court could strike down aggressive changes. In that view, expanding the court first is not a side issue. It is the prerequisite.

Carville’s suggestion to stay quiet is also what has Republicans fuming. The fear is that candidates run as moderates, win swing voters, then flip the switch once they hold the White House and Congress.
Either way, the comments underscore how the stakes are being framed heading into the next election cycle. For Democrats, it’s a chance to lock in structural changes. For Republicans, it is a flashing warning sign that the fight is not just over policies but over the rules of the system itself.
