NEW: CIA Director Ratcliffe Travels To Russia For Unannounced Talks

CIA Director John Ratcliffe traveled to Moscow on Tuesday for meetings with Russian officials, according to reports from various outlets citing sources familiar with the meeting. The trip, which was not publicly announced in advance by either the United States or Russia, has fueled speculation about rising tensions given past CIA meetings with the Kremlin prior to the invasion of wider Ukraine in 2022.

According to a report from CBS News, Ratcliffe arrived aboard a U.S. Air Force Boeing C-17A Globemaster III transport aircraft. Flight-tracking data showed the plane, identified with serial number 07-7181 or similar and operating under a callsign such as RCH4555 or REACH 4555, had arrived in Riga, Latvia, on August 23, where it then flew to Moscow and then back to Riga that same day.

Axios corroborated the account, noting that two U.S. officials confirmed the visit and describing it as the highest-level trip to Russia by a Trump administration official since January 2026. Ahead of the travel, the United States informed Ukraine that a senior delegation was heading to Moscow and requested that Ukraine suspend strikes on Russian territory until the delegation departed, according to a source familiar with the matter.

Kremlin spokesman Dmitry Peskov stated that he had no information about the U.S. military aircraft and that no meetings with representatives of the U.S. administration were planned at the Kremlin for the week. The CIA declined to comment, and neither government has publicly detailed whom Ratcliffe met or the subjects discussed.

Some observers noted that the meeting stands out, as previous diplomatic talks with the Kremlin have been handled by Secretary of State Marco Rubio or Steve Witkoff, who serves as President Trump’s special envoy. Witkoff and Jared Kushner, the president’s son-in-law met with Russian President Vladimir Putin in Moscow to discuss the Ukraine conflict and other matters.

One former British military attaché, John Foreman, who served in Moscow from 2019 to 2022, speculated on the gravity of the meeting in a radio interview. “The Americans don’t normally send such a high ranking official to Moscow unannounced at short notice unless something is up,” he said.

The trip has also drawn comparisons to the most recent prior visit to Moscow by a CIA director. In November 2021, then-Director William Burns traveled to the Russian capital at the request of President Joe Biden. Burns met with senior Russian officials, including Security Council Secretary Nikolai Patrushev, and held a telephone conversation with President Vladimir Putin.

The purpose included conveying U.S. concerns about Russia’s military buildup near Ukraine and warning against an invasion. Burns later described coming away from the discussions more troubled than when he arrived. Russia launched its full-scale invasion of Ukraine approximately three months later, in February 2022.
