Arrest Made In Connection With Savage Killing Of Penn State Student

U.S. Marshalls, in conjunction with Philadelphia law enforcement, have arrested one of two teenagers charged in the June 6 murder of 22-year-old Penn State student William “Billy” Schmidt in South Philadelphia.

On Wednesday, July 1, 16-year-old Azzubair Outen-Fleming was taken into custody in Colorado Springs, Colorado, by the U.S. Marshals Service Colorado Violent Offender Task Force. He was located at the home of a distant relative after spending multiple weeks on the run.

Outen-Fleming faces charges including murder, criminal conspiracy, robbery, illegal possession of a firearm, and related offenses.

Police identified the suspects through an investigation that included review of surveillance footage from the area and other evidence. On June 30,
Philadelphia police issued arrest warrants for Outen-Fleming and Kaiseem Smith, both 16, in connection with the robbery and fatal shooting.

The Philadelphia District Attorney’s Office announced charges against Smith this past Sunday and against Outen-Fleming the following Monday.

Earlier in the investigation, police publicly released surveillance video and images of the individuals they believed to be involved. The U.S. Marshals Service offered an additional $5,000 reward for information leading to the arrest of each suspect, payable upon arrest. This supplemented a $20,000 reward previously offered by the Philadelphia Police Department for information leading to an arrest and conviction.

Donte Abdulmalik, 35, the stepfather of Azzubair Outen-Fleming, was also arrested on July 1. He was charged with hindering apprehension, obstruction of justice, tampering with evidence, and related offenses. He was also wanted on a separate parole or probation violation.

According to the Philadelphia District Attorney’s Office, investigators determined that Abdulmalik assisted in transporting his stepson out of Philadelphia and helped him leave the jurisdiction after the June 6 incident.

The shooting occurred on June 6, 2026, around 1:30 a.m. in the 1900 block of Durfor Street in South Philadelphia, just yards from Schmidt’s family home. Schmidt, a Penn State senior, was walking home after watching an NBA Finals game with friends at a nearby bar.

The incident began as a robbery in which the suspects took Schmidt’s cell phone. Surveillance video obtained by investigators captured key moments, including one clip of a suspect throwing a cell phone.

Seconds later, another individual runs around a corner, with Schmidt chasing after him. The person with the gun then turns and shoots Schmidt once in the chest.

Schmidt’s father later located his son’s phone under a car and turned it over to police. Schmidt was transported to a hospital, where he was pronounced dead from his injuries. The entire sequence of events leading to and including the shooting was recorded on surveillance cameras in the neighborhood.

Kaiseem Smith remains at large as of this report. Authorities continue to seek his arrest and have urged anyone with information to contact Philadelphia police at 215-686-TIPS or the U.S. Marshals Philadelphia Tipline. He has been described as armed and dangerous.
