House Passes Bill That Bans Noncitizen Voting, Biden Vows To Veto

The U.S. House of Representatives has passed legislation that would expand on and enforce proof-of-citizenship requirements in federal elections. President Biden has vowed to veto the legislation if it is passed in the Senate, however, while Democrats have slammed the bill as “racist” and “xenophobic.”

The Safeguard American Voter Eligibility (SAVE) Act passed through the House by a vote of 221-198 on Wednesday, with five Democrats voting in favor of the Republican-led bill.

If enacted, the legislation will require state election officials to ask about citizenship before providing voter registration forms. There is currently no requirement to provide proof of citizenship in order to receive federal voting forms. According to a recent report from the New York Post, this has led to non-citizens receiving voting forms in 49 states.

The SAVE Act would also allow state officials to accept a wide variety of documents that will make it easy for citizens to register to vote in federal elections, provide states with access to federal agency databases so they can remove noncitizens from voter rolls and confirm citizenship for individuals lacking proof of citizenship, and direct the Department of Homeland Security to determine whether to conduct removal proceedings if a noncitizen has been identified as having registered to vote in federal elections.

It would further require DHS to notify a state chief election official whenever an individual has been naturalized to ensure our newest citizens are able to exercise their right to vote.

U.S. Rep. Chip Roy (R-TX), who sponsored the legislation, told Breitbart News that there is abundant evidence of noncitizen voting in federal elections. “Let me just say this about the overall state of the election issue,” he said. “We’ve got repeated evidence of those who are here illegally — or, or whether they’re here legally — but non-citizens voting.”

The bill is expected to face several hurdles, however, as President Biden has vowed to veto it. “This is the 2024 version of the Jim Crow poll tax and we should vote against it,” said U.S. Rep. Jennifer McClellan (D-VA).

“It is already illegal for noncitizens to vote in Federal elections — it is a Federal crime punishable by prison and fines. The alleged justification for this bill is based on easily disproven falsehoods. Additionally, making a false claim of citizenship or unlawfully voting in an election is punishable by removal from the United States and a permanent bar to admission. States already have effective safeguards in place to verify voters’ eligibility and maintain the accuracy of voter rolls,” the White House said in a statement opposing the bill.

Requiring proof of citizenship to vote has long been popular among the American electorate. A poll from 2022 found that 65 percent of Americans support requiring proof of citizenship to vote, including 48 percent of Democrats, 62 percent of swing voters, and 88 percent of Republicans.

X, Tesla and Space X chief Elon Musk has slammed Democrats opposed to the bill as “traitors.”

“When combined with mail-in ballots, the system is *designed* to make it impossible to prove fraud,” Musk wrote in an X post on Tuesday. “Mail-in and drop box ballots should not be allowed, as cameras on the in-person voting stations would at least prevent large-scale fraud by counting how many people showed up vs ballots cast. ”
