New disclosures from the government’s “Crossfire Hurricane” investigation into the 2016 election have brought to light a stunning admission by Obama-era officials with respect to their knowledge of Russia’s involvement in the 2016 election.

A classified memo, released by Director of Intelligence Tulsi Gabbard on Friday, reveals for the first time that U.S. intelligence officials concluded Russia did not play a significant role in President Donald Trump’s victory over Hillary Clinton that year. The revelation appears to be the first time that concrete evidence has emerged suggesting that the U.S. intelligence community sought to continue its investigation into a connection between the Trump campaign and Russian forces despite harboring doubts.

Dated 2016, the document’s authors told then-President Barack Obama they had concluded “Russian and criminal actors did not impact recent US election results by conducting malicious cyber activities against election infrastructure.”

Other results of the investigation and shared with Obama in the memo have been previously revealed, including officials’ belief that Russian hackers may have infiltrated an Illinois voter registration database. Other states are believed to have been targeted unsuccessfully.

Even still, the targeting of infrastructure that is not used in the direct casting of ballots “make[s] it highly unlikely it would have resulted in altering any state’s official vote,” the memo states.

It adds: “Criminal activity also failed to reach the scale and sophistication necessary to change election outcomes.”

The discovery is a vindication for Trump, who has long held that a “Russiagate” conspiracy was orchestrated by the Clinton campaign and Obama intelligence officials to undermine his candidacy. And it comes as FBI officials are laying the groundwork for a criminal investigation into former CIA Director John Brennan, former FBI Director James Comey, and others who helmed the investigation.

Brennan this month was cited in a release by John Ratcliffe, President Trump’s pick to lead the CIA, for heavy-handed operations over the investigation; specifically, career officials at the agency reported to Ratcliffe that Brennan allegedly siloed the investigation from other intelligence arms of the government and lobbied for the inclusion of the discredited Steele dossier, which laid out a litany of false connections between Trump and Russian forces.

A 200-page congressional audit has been compiled after Trump officials met on Sunday to discuss the latest developments in the investigation, which is exploring whether Obama officials attempted to portray Trump as “beholden” to Russian forces during and after the election.

Sunday’s meeting involved intelligence officials and others from the DOJ, who discussed the potential for declassifying notes from “Crossfire Hurricane” as well as deposition transcripts from special counsel John Durham’s investigation. Durham concluded in 2023 that the connection between Trump and Russia was baseless.

Friday’s disclosure by Gabbard appears to be the first salvo in that effort.

Officials are reportedly examining whether Brennan perjured himself during congressional testimony when he denied using the Steele dossier as part of the ICA’s compilation, according to one official who requested anonymity to discuss sensitive matters. Although the five-year statute of limitations has passed, officials can potentially charge Brennan with conspiracy to commit perjury.

“Obama ordered the ICA to set Trump up and knock him off balance before he could even get started,” said the senior official, who asked to remain anonymous. “This was an influence operation far more consequential than anything [Russian President Vladimir] Putin cooked up. Obama and Hillary [Clinton] schemed the op, and the CIA and FBI ran it.”

Targeted also is Comey, a frequent foil to Trump, who recently garnered controversy for posting a cryptic message to social media that some observers said was akin to a call for an assassination attempt. He was visited by members of the U.S. Secret Service earlier this year.
