JUST IN: Trump Admin Announces Huge Breakthrough In Russia-Ukraine Negotiations

Ukraine has signed off on a Trump-brokered peace framework to halt a nearly four-year war with Russia, a U.S. official told CBS News on Tuesday, marking the closest step yet toward ending Europe’s bloodiest conflict in decades.

Both the American official and Ukraine’s national security adviser Rustem Umerov said Kyiv and Washington had locked in a shared understanding of the proposal, with the fine print still being hammered out. Umerov said he’s confident President Volodymyr Zelenskyy could be in Washington before the end of November to seal the deal with President Donald Trump.

“The Ukrainians have agreed to the peace deal,” the U.S. official said. “There are some minor details to be sorted out but they have agreed to a peace deal.”

The talks coincided with U.S. Army Secretary Dan Driscoll’s quiet trip to Abu Dhabi, where he met with Russian representatives, according to two U.S. officials and two diplomatic sources who spoke to CBS News. A fifth source also confirmed Driscoll’s presence in the UAE’s capital.

Russia, which launched the invasion, had no immediate public reaction to what was hashed out in Abu Dhabi, CBS reported. U.S. and Ukrainian officials kept the terms under wraps, though Umerov confirmed Tuesday that Ukraine had accepted the “core terms” of the emerging peace plan. The discussions involved U.S., Ukrainian, and Russian negotiators, though not gathered together in the same room.

WASHINGTON – Feb. 28, 2025: President Donald Trump welcomes Ukrainian President Volodymyr Zelenskyy to the White House to sign a deal granting the US access to Ukraine’s rare minerals.

Earlier Tuesday, Russian Foreign Minister Sergey Lavrov told reporters that while Russia “appreciates the U.S.’ position, which is taking the initiative in resolving the Ukrainian conflict,” Moscow “operates professionally, not leaking information before formal agreements are reached … Russia expects the U.S. to inform it of the results of consultations with Ukraine and Europe in the near future.”

Umerov said on social media that negotiators had “reached a common understanding on the core terms” after meetings in Geneva between U.S., European, and Ukrainian officials.

“We now count on the support of our European partners in our further steps. We look forward to organizing a visit of Ukraine’s President to the U.S. at the earliest suitable date in November to complete final steps and make a deal with President Trump,” he said.

A U.S. military official in Abu Dhabi told CBS News that Driscoll spent hours negotiating with the Russian side, moving in and out of closed-door sessions throughout the day.
