NEW: New York Terror Plotter Identified As Burka-Wearing Islamist Extremist

Investigators have released additional information on Jessica Bowie, a 35-year-old resident of Albany, New York who is facing charging in connection with an ISIS-inspired attack targeting the New York State Capitol Building.

According to a federal criminal complaint filed in the U.S. District Court for the Northern District of New York, she converted to Islam approximately five years ago and adopted the kunya “Aisha Saif,” described in the affidavit as an honorific name in Islamic tradition.

Court documents characterize Bowie as a frequent social media user who created over a dozen public profiles across various platforms. Many of these accounts featured usernames incorporating portions of her kunya, such as variations of “aishasaif” or “aishab.” Subscriber information linked to the accounts frequently included her date of birth or cell phone number.

The accounts were often suspended by providers for violating terms of use, mainly due to violent threats sent by Bowie, who indicated that she typically needed to visit a library to create new accounts because providers had identified and blocked prior ones.

The complaint details online activity attributed to Bowie beginning around May 2026. On May 28, 2026, using the username “nusaybahsaif” on one platform, she told another user in Arabic, “Praise be to Allah for September 11th.” On May 8, 2026, under the username “aishab9021,” she stated in Arabic, “When I can migrate, I will poison these infidels.” She discussed completing bayah, a formal oath of allegiance, and sent audio files of a woman’s voice, which is believed to be hers, repeating pledges to the leader of ISIS.

In one exchange on May 28, 2026, she confirmed understanding that reciting a specific pledge meant joining the Islamic State and proceeded to record and send an audio version of it. She later pledged bayah again in English on July 17, 2026.

In further communications, Bowie described her support for ISIS as encompassing activities “in heart, spreading of information online, helping and encouraging others to take bayah, sending authentic information to Muslims in my community to try to guide them to pure tawheed, speak about jihad as openly as I can without getting arrested … Encourage secular Muslims online to join the Islamic state and send them authentic material.”

She further stated that “jihad is a obligation until the day of judgment to establish god laws and enjoin good and forbid evil and fight until there is no fitnah.” She also remarked, “blowing kafirs brains out is beautiful.”

Bowie lives less than two miles from the New York State Capitol. Court records note that she has a roommate. In one discussion, she referenced a personal change over time, stating that she went from a little girl waving an American flag after the September 11 attacks to having stickers of the falling towers.

Following her arrest on August 19, Bowie was taken to the FBI Albany Field Office, where she was advised of her Miranda rights, acknowledged them, and agreed to an interview. During the interview, she stated, “There’s no helping me, you guys know enough, there’s no helping me, I’m… going to prison for the rest of my life.”

“Material support is up to 20 years in prison, I already Googled it before, I know I’m going to jail,” she further said in the interview, according to the FBI. Agents also found knives and a handwritten bayah on her person at the time of arrest.
