NEW: ‘Proud Anchor Baby’ Dem Congresswoman Launches Bill To Abolish ICE

U.S. Rep. Delia Ramirez (D-IL) — who has repeatedly referred to herself as a Guatemalan first and a “proud anchor baby” — has introduced a bill to abolish U.S. Immigration and Customs Enforcement (ICE) and replace it with a “community safety” department.

The proposed legislation would dismantle the Department of Homeland Security (DHS), abolish U.S. Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP), establish a new Department of Community Safety, and redirect DHS funding to community programs.

Ramirez, who currently serves as the ranking member of a House Homeland Security subcommittee, described the measure as community-led. According to her office, the bill would preserve functions of the Cybersecurity and Infrastructure Security Agency (CISA), the Federal Emergency Management Agency (FEMA), the Transportation Security Administration (TSA), and certain Customs operations while creating a “human- and community-centered federal department that promotes collective safety.”

It would also limit immigration enforcement and begin work on a separate civil immigration system.

“Today, I am proud to announce the Reimagining Safety Act, a community-led roadmap to establish the Department of Community Safety, dismantle DHS, abolish ICE and CBP, and reinvest resources in our communities,” Ramirez said. “The Department of Homeland Security was founded out of a profound national trauma. But we cannot add new pains to old ones. We must heal old pain and create new opportunities.”

She added, “Building something new, creating in a time of destruction, is a revolutionary act. It is proof of our hope and belief in what is possible even in dark times. The people have the power to reshape our government and to reimagine how we cultivate safety and collective well-being.”

Ramirez, who was born to Guatemalan parents in 1983, has repeatedly referred to herself as a member of a distinct community from the United States. “Today and always, I am the proud, defiant daughter of Maria Elvira Ramirez Guerra, a Guatemalan immigrant who crossed the border pregnant with me. And regardless of what some of my colleagues might call me, I am a citizen by birthright and an AMERICAN,” she posted on social media after introducing a similar bill this past June.

In August 2025, while speaking in Spanish at the Panamerican Congress in Mexico City, Ramirez made remarks that multiple outlets translated as “I’m a proud Guatemalan before I’m an American.” Her office later claimed that the Spanish phrasing was grammatically imperfect and that the intent was to honor her heritage as an American.

“I am the daughter of immigrants and the daughter of America. I am both Chapina and American. I am from both Guatemala and Chicago, Illinois,” she said.
