NEW: Senior Chinese Official Buys Building Steps From White House

A senior Chinese Communist Party official with documented ties to intelligence and state security organizations has acquired a historic commercial property located approximately 650 feet northeast of the White House grounds in Washington, D.C.

According to an investigative report from the Daily Caller, the 100-year-old Securities Building at 729 15th Street NW was purchased on July 21, 2026, for $8.4 million by the Philip Qiu and Family Foundation. District of Columbia Recorder of Deeds filings confirm the transaction details and the foundation’s role as buyer.

The new owner is identified as Philip Qiu, also known by his Chinese name Qiu Feili. Public records and translations of Chinese government announcements reviewed by the Daily Caller indicate that Qiu has held multiple positions connected to Chinese intelligence and state security entities.

His career began as a detective in the Criminal Investigation Team of the Shanghai Public Security Bureau, a local unit under the Ministry of Public Security. By 2011, while enrolled in a master’s program at Shanghai Jiaotong University, he had completed special forces training. University announcements from that period describe him participating in a training exercise in which he served as a commander and recorded the best individual sniper performance, using 42 shots to eliminate a significant portion of opposing forces.

In subsequent years, Qiu has maintained roles associated with the United Front Work Department system. These include service on the executive committee of the Shanghai branch of the All-China Federation of Returned Overseas Chinese and, since May 2021, as chairman of the Shanghai Overseas Chinese Foundation, the sole charity operating within the Shanghai United Front Work Department framework.

The foundation’s activities focus on overseas cultural exchanges and public welfare. Qiu has also served as honorary chairman of the Hong Kong Immigration Department Staff Association, where he organized events that introduced students to Shanghai special weapons and tactics teams

Additionally, he co-founded the Chinese American Museum in Washington, D.C., in 2017. The Philip Qiu and Family Foundation, established earlier, maintains its headquarters at a separate historic property roughly half a mile north of the White House. That address is shared with several entities controlled by Qiu, including the Chinese American Museum.

Qiu, a Shanghai native currently based in Hong Kong, did not respond to multiple requests for comment from the Daily Caller

In a 2021 statement translated from a Chinese government-related announcement, he described the Chinese Communist Party as “like a kind, but firm parent” that has “guided our people out of hardship, led China’s sons and daughters to build a new country and is steering us toward great national rejuvenation.

The proximity of the Securities Building to the White House Complex has prompted statements of concern from several individuals with backgrounds in intelligence and national security analysis. “This property allows access for big splashy intel ops as well as for more classic ops — like a listening post or Stingray-like systems to collect phone calls, text messages, and digital exhaust,” Bryan Dean Wright, a former CIA operations officer, told the Daily Caller.

“That’s all great for collecting targeting information to later ‘bump’ or recruit targets out in the world, who otherwise work inside a key U.S. government building,” he added.

Wright further noted potential for other uses, stating that properties of this type could support operations involving “hidden drone swarms or shipping container missiles,” and added, “This kind of property is where the next 9/11 will come from. It’s coming.”
