JUST IN: Feds Uncover Links Between Portland-Based Antifa Org And Foreign Terrorist Groups

The U.S. State Department, in conjunction with the Treasury Department, designated the Italy-based Autistici/Inventati collective, also called the A/I Collective, as a Specially Designated Global Terrorist on Wednesday. The same memo listed Rose City Antifa, a Portland-based Antifa organization, as having links to several foreign terrorist organizations.

A State Department memo obtained by Fox News described the A/I Collective as providing encrypted communications, web hosting, secure video conferencing, streaming, and anonymity services.

According to the memo, the collective hosts roughly 16,000 mailboxes, 1,500 websites, 5,500 mailing lists, and 10,000 blogs on a custom-built platform. Access is limited to users vetted for ideological alignment with left-wing causes.

“These tools are specifically designed to support the operations of far-left terrorist networks, built to enable them to organize, recruit, communicate, disseminate propaganda, share target information and tactics, and carry out violent attacks – all while remaining anonymous, untraceable, and beyond the reach of the law,” the memo reads in part.

The memo identified Portland-based Rose City Antifa as one U.S. group that used A/I Collective infrastructure. Rose City Antifa, active in Portland for nearly two decades, relied on the services to organize and publicize actions that included circulating a flyer urging supporters to aim lasers at U.S. Customs And Border Protection helicopters.

The flyer instructed participants to “unleash your beam at the cop copter” after 9 p.m. from public locations and to “mask up.” At least one individual later pleaded guilty to aiming a laser at a CBP helicopter, which caused the aircraft to abort a landing.

The group also used A/I-hosted platforms to disseminate personal information about Immigration and Customs Enforcement personnel and to call for attacks on agents “in their homes” and in public, according to the memo. Those activities contributed to a federal indictment.

The same memo listed Rose City Antifa alongside a media organization that used A/I Collective tools to publish official communications and calls to action for several U.S.-designated foreign terrorist organizations. Those organizations included Hamas, the Islamic Revolutionary Guard Corps (IRGC), Hezbollah, and the Popular Front for the Liberation of Palestine (PFLP).

The media group described itself as a “tool” for militants to share “essential information” to be “acted upon.” The State Department did not describe direct operational coordination or joint planning between Rose City Antifa and the foreign terrorist organizations; the documented connection is shared use of the same digital infrastructure.

“Far-left terrorism poses a profound threat to the United States and the broader West. Today, the United States sanctioned Autistici/Inventati – a major far-left tech collective whose services are used by the most active and violent Antifa cells in the United States and across the world,” Secretary of State Marco Rubio said in an accompanying statement.

“There will be no refuge for violent extremists who wage war on our civilization and plot to undermine law and order, destroy critical infrastructure, assault political opponents, or conspire to conceal their crimes from authorities. We will use all the tools and authorities at our disposal to fight terrorism and protect our way of life from terrorist coercion.”

The designation blocks any property or interests of Autistici/Inventati that fall under U.S. jurisdiction and generally prohibits U.S. persons from conducting transactions with the entity. Violations can result in civil or criminal penalties.

The memo also cited use of A/I services by Jane’s Revenge, anarchist cells that claimed responsibility for rail and pipeline sabotage in Europe, and a group that attacked construction of a law-enforcement training center in Atlanta. Fox News reported that it sought comment from Autistici/Inventati, Rose City Antifa, and Jane’s Revenge.

The announcement followed earlier State Department designations in November 2025 of four European anarchist groups as Foreign Terrorist Organizations and a 2025 executive order designating Antifa as a domestic terrorist organization.
