The CIA coordinated with acting director Mike Morrell to recruit signatures for the infamous letter that claimed emails the Hunter Biden laptop were Russian disinformation, a report from the Select Subcommittee on the Weaponization of the Federal Government is expected to reveal on Wednesday. The report will reveal that multiple former U.S. intelligence officials testified under oath about the CIA’s involvement in the distribution of the letter, which was signed by more than 50 former intelligence officials, according to a report from the New York Post.

“One signer of the statement, former CIA analyst David Cariens, disclosed to the Committees that a CIA employee affiliated with the agency’s Prepublication Classification Review Board (‘PCRB’) informed him of the existence of the statement and asked if he would sign it,” the House investigative report notes. “The Committees have requested additional material from the CIA, which has ignored the request to date.”

The Prepublication Classification Review Board (PCRB) is tasked with reviewing letters, statements and books published by former U.S. intelligence officials to determine whether they contain classified information that would need to be redacted prior to publication.

In an email dated March 5, 2023, Cariens stated that a CIA official tasked with reviewing a memoir he was publishing told him about the Hunter Biden letter and asked if he wanted to sign it. “When the person in charge of reviewing the book called to say it was approved with no changes, I was told about the draft letter,” Cariens wrote. “The person asked me if I would be willing to sign.”

The former CIA operative agreed to sign the letter. Cariens then told his wife, Janice Cariens, who is also a former CIA officer, about the letter and she also agreed to sign.

The letter was first submitted to the PCRB by acting director Mike Morrell on October 19, 2020. Morell directed the PCRB that “[t]his is a rush job, as it needs to get out as soon as possible,” the New York Post reported.

Morrell told former CIA director and fellow signatory John Brennan that he wanted the letter released before Biden’s October 22, 2020 debate with then-President Donald Trump. Trying to give the campaign, particularly during the debate . . .a talking point to push back on Trump,” Morrell said.

It has previously been revealed that Morrell was directed to draft the letter by then-Biden campaign advisor Anthony Blinken. The current U.S. Secretary of State called Morrell on October 17, 2020 to discuss the New York Post’s bombshell report on the Hunter Biden laptop. Morrell told Blinken that he was not familiar with the story, then Blinken forwarded him a USA Today story alleging that the FBI was investigating whether the laptop’s contents were Russian disinformation.

Morrell testified that he had no intention of drafting the letter until Blinken prompted him to.
