Rosie O’Donnell’s Daughter Charged With Child Neglect After Baby Found Near Meth Pipe

Rosie O’Donnell’s oldest daughter, Chelsea Belle O’Donnell, was arrested and charged with child neglect after police reportedly found her 11-month-old in a home filled with meth pipes, feces and garbage, according to a report from In Touch.

O’Donnell, 27, was charged with four felony counts of maintaining a drug trafficking place, child neglect, possession of meth, and possession of THC. Prosecutors have also charged her with two misdemeanors, including disorderly conduct and possession of illegally obtained prescription drugs.

According to court documents obtained by In Touch, police were called to O’Donnell’s home in Marinette, Wisconsin on September 10 after Chelsea herself called 9-11. The 9-11 operator reportedly heard yelling in the background and a woman telling someone to “get the hell away” from her.

When police arrived, Chelsea attempted to downplay the situation, explaining that she and her boyfriend, Jacob Nelund, got into an argument.

“I tried to ask her more questions and you could tell the Chelsea was not being honest whatsoever. This was a repeat of what happened a few weeks prior when I was at her house for a similar incident,” police wrote in their report.

Upon further investigation, officers recovered a pipe with meth residue on it. Chelsea was then placed under arrest while police checked on her infant son, Atlas, when a box of hypodermic needles were found in the child’s room. After she was placed in a police cruiser, O’Donnell admitted to having additional drugs stored in her bra, at which point police recovered a bag of white pills.

Chelsea was ultimately found to be carrying 18 grams of meth, police said.

Both O’Donnell and Nelund appeared to be under the influence of drugs during the arrest. “His facial features were sunken in and he was missing some teeth. His muscle tone was very rigid and he seemed like he was flexing even though he was not,” the police report noted. “I asked him what other drugs he used today and he said that he only smokes marijuana. Based on my training and experience, I know that marijuana will not have this effect on your eyes. I have previously observed this type of impairment on someone that had smoked meth.”

The report further noted that the house resembled a landfill, with moldy dishes and rotting food all over the place. “The inside of the home was disgusting [with] milk that stunk so bad it almost made me puke, dirty diapers, used female hygiene products, unclean underwear with feces and blood stains and used razor blades on the floor,” the report continued.

Police then recovered a meth pipe in Chelsea’s and Jacob’s bedroom. “Some of the needles were used and had dried blood in them. I know that drug users commonly use needs like this to shoot meth into their arms or ‘bang out’,” the officer wrote in his report.

The report noted that a meth pipe and bong were found in a state place “that a small child could have easily grabbed.”

“Under a baby crib, I located a black and silver digital scale, some used gem bags with white residue, and a sharps container that had more used and unused hypodermic needles,” the report continued.

Rosie O’Donnell, 62, has had a rocky relationship with her daughter in recent years.

She and her ex-wife Kelli Carpenter adopted Chelsea when she was a baby, but she moved out of the family home when she was 18 and moved to Wisconsin to be closer to her biological mother.

“Chelsea is mentally ill,” Rosie told the Daily Mail in 2017. “[She] has been in and out of hospitals most of her life. Born addicted to heroin. She has had a tough road. She is very sick. She is not capable of truth or reason.”
