WATCH: Bodycam Shows Top Democrat Official’s Arrest After Drunkenly Crashing Into Cars
Newly released police bodycam footage captures the dramatic arrest of Cook County Board of Review Commissioner Samantha Steele, a prominent Democrat, who crashed into two cars while allegedly driving under the influence earlier this month.
The video, obtained by elections consultant Frank Calabrese, shows Steele invoking her status as an “elected official” during a tense standoff with officers before being arrested on Chicago’s North Side.
The footage reveals a chaotic scene as officers repeatedly requested Steele to exit her vehicle after the November 10 incident. Steele, 37, initially refused to comply, stating, “I’m an elected official,” and demanded to wait for her attorney. Officers explained that she needed to cooperate due to the severity of the situation, citing her involvement in a crash and her apparent intoxication.
In the video, Steele identifies herself as “Sam” but provides little additional information, forcing officers to investigate her identity on the spot. One officer can be heard asking, “Elected official of what?” to which Steele replied, “Cook County.”

After multiple attempts to coax Steele out of the car, officers were forced to escalate their actions, opening the car door and assisting her out. According to the footage, Steele resisted field sobriety tests and declined to provide a breathalyzer sample. Officers noted that she smelled of alcohol, slurred her speech, and exhibited signs of impairment.
“We’re just doing our job,” one officer remarked, as Steele continued to argue and delay the process.
At the hospital, according to the officer’s arrest report, Steel repeatedly taunted the officer, questioning, “Is your penis that small?” It’s noted that officers typically deactivate their body cameras within hospital premises, hence, no footage exists of the alleged remarks. Following her discharge, Steel was transported to the Lincoln (20th) District, where she was charged with misdemeanor DUI and subsequently released.
Steele was read her Miranda rights; however, she chose not to speak to the officer and instead repeatedly requested her attorney, who was present at the hospital.
According to her website, Commissioner Steele, with over 15 years of experience in property valuations, serves as the Commissioner for the Second District on the Cook County Board of Review. Her career includes developing best practices for property tax assessments and appeals across the United States and serving as a County Assessor in Indiana, where she implemented innovative methods to address a backlog of tax appeals.
Steele is also a managing member of the Leanor Group and has been an active member of the International Association of Assessing Professionals since 2007. She holds academic credentials from Purdue University and the Kent Institute of Art & Design and is a licensed real estate broker with certifications in real estate and fee appraisal.
Following the incident, Cook County Commissioner Sean Morrison demanded her resignation, pointing to her “aggressive behavior” during the arrest according to Fox32.
“This incident raises serious concerns about her conduct and judgment as an elected official,” Morrison said. “If an elected official does not respect our dedicated police officers, then how can we expect the citizens to respect the police?”
