The surrender comes after Comer threatened to hold the FBI in contempt of Congress, a threat that appears to have been enough to force the bureau’s hand.

The document, which allegedly outlines a $5 million criminal plot involving Biden during his time as vice president and a foreign national, is expected to be reviewed by lawmakers from both parties on Monday.

This move underlines the power that the Republican majority has seized in Congress since January. One of their promises was to ensure the Biden administration, particularly its cabinet, complied with congressional oversight. As Fox News aptly put it, “Nobody wants to be held in contempt of Congress, so that’s why Wray is making this decision.”

The potential release of the FD-1023 document has significant implications for the Biden administration and the FBI. It promises to shed light on the alleged misconduct of the President and further highlights concerns over the FBI’s partisanship, a point emphasized by Senator Chuck Grassley in a recent interview.

“We are not out to get the FBI. We’re out to change the culture of the FBI at headquarters,” Grassley said, referencing instances of political bias in the FBI’s investigations, including the email scandal involving Hillary Clinton and the Durham report.

Grassley, who has seen the document in question, has been adamant about allowing others to see it as well. He has not confirmed whether the document provides concrete evidence of Biden’s supposed illegal activities, but he has stressed the importance of a thorough FBI investigation. When asked about the legality of the document’s content, Grassley did not give a definitive answer. Instead, he stated, “I want the FBI to do its job, which means investigate it.”

The FBI’s decision to yield to congressional pressure reflects a shift in power dynamics and could potentially expose a scandalous episode in the Biden administration. The question remains: what will be the impressions of those who have yet to see the document?

On Wednesday, Wray confirmed the existence of the FD-1023 form that alleges then-Vice President Biden was involved in a criminal bribery scheme with a foreign national. The news was initially brought to light through a series of tweets by the House Oversight Committee and Rep. James Comer (R-KY).

The Oversight Committee’s tweet indicated that Director Wray had permitted the unclassified record to be reviewed at the FBI, but has not yet complied with demands to produce the document to the committee. The tweet also warned that if the FBI failed to comply with the subpoena requiring the handover of the FD-1023 form, Rep. James Comer, a senior member of the committee, would initiate contempt of Congress proceedings.

Subsequently, Rep. Comer expressed his frustrations with the FBI on his own Twitter account, stating that anything short of producing these documents to the House Oversight Committee would be in violation of his subpoena. The congressman’s tweet confirmed his direct communication with Director Wray on this matter, underscoring the gravity of the situation.

Chairman Comer said:

“Today, FBI Director Wray confirmed the existence of the FD-1023 form alleging then-Vice President Biden engaged in a criminal bribery scheme with a foreign national. However, Director Wray did not commit to producing the documents subpoenaed by the House Oversight Committee. While Director Wray – after a month of refusing to even acknowledge that the form existed – has offered to allow us to see the documents in person at FBI headquarters, we have been clear that anything short of producing these documents to the House Oversight Committee is not in compliance with the subpoena. If the FBI fails to hand over the FD-1023 form as required by the subpoena, the House Oversight Committee will begin contempt of Congress proceedings.”

Comer had issued the following statement on the FBI’s refusal to comply with a congressional subpoena for unclassified records alleging a criminal scheme involving then-Vice President Joe Biden and a foreign national:

“Today, the FBI informed the Committee that it will not provide the unclassified documents subpoenaed by the Committee. The FBI’s decision to stiff-arm Congress and hide this information from the American people is obstructionist and unacceptable,” Comer stated.

“While I have a call scheduled with FBI Director Wray tomorrow to discuss his response further, the Committee has been clear in its intent to protect Congressional oversight authorities and will now be taking steps to hold the FBI Director in contempt of Congress for refusing to comply with a lawful subpoena. Americans deserve the truth, and the Oversight Committee will continue to demand transparency from this nation’s chief law enforcement agency.”

Last Friday Comer sent a forceful letter to Wray, insisting on answers and accountability. In the letter, he voiced the committee’s escalating irritation over the concealment of the crime involving Biden with the foreign national.

Around the same time, Republican House Speaker Kevin McCarthy had issued an ultimatum to Wray: produce a document supposedly linking President Joe Biden to a bribery scheme or face contempt of Congress charges. McCarthy made this declaration publicly on Fox News.
